The City of Burnaby’s Information Technology Department has an exciting opportunity for a Microsoft .Net Developer to join LIPS (License, Inspection and Permit System) program. The LIPS program is composed of LIPS project (implementation of EnerGov) and other related projects as necessary to enable the LIPS functionality. The ideal candidate will be a hands-on developer who will collaborate with architecture and senior developers on the design of system interfaces and product features. This position will be responsible for building technical components for major interfaces and custom features that extend the capabilities of Tyler’s EnerGov system and provide integration with 3 rd party products in city’s information technology landscape. Reporting to Team Lead, IT for LIPS, the developer participates in the identification of business and technical requirements, conceptual and physical design, custom development, testing for multiple scenarios, and post go-live support. Works in a fast paced environment. Establish a working relationship that could span multiple teams within IT and business. Performs a number of activities such as: maintaining, configuring and deploying Commercial-off-the-Shelf (COTS) packages; performing application development using Visual Studio.net (i.e. .Net 4.6 framework, HTML5, CSS3, JavaScript, AngularJS, ASP.Net, MVC 4.0+ with JSON, RESTful Web API 2.0, SOAP UI or Fiddler, Web/Windows forms Oracle (i.e. PL/SQL, T-SQL); build real time bi-directional interfaces between customer facing applications (i.e. EnerGov) and Point of Sale (i.e. CORE – iPayments Revenue Management Solution); support Proof of Concept of Load for performance testing tool such as NeoLoad, WAPT, Apache JMeter; utilizing ESB for integration points; and developing JMeter scripts for testing performance of GIS services. Prepares alternatives and presentations to explain analyses and recommendations.

Completion of a university degree at the Bachelor’s level in computer science or a related discipline and full application development lifecycle experience, including design, testing, deployment, and documentation activities, or an equivalent combination of training and experience. The successful candidate will have technical expertise in n-tier Architecture, Object Oriented programming, Design, and Testing strategies including activities to support the deployment of applications such as investigating, and developing test packages. As a technical expert, this person will provide direction on and evangelize leading edge technologies, .Net development best practices, system reviews and course corrections where necessary. Will exercise considerable independence of judgment and their work performance will be evaluated in terms of the effectiveness of services rendered. Business systems knowledge and understanding of key features and capabilities of Point of Sale and COTS LIPS products within a municipal environment will be considered an asset. Experience with application/ integration performance tuning and analysis tools is preferred. This position requires the ability to analyze and clearly document requirements, identify gaps, and communicate effectively with department stakeholders.

This is a Temporary Full Time position for one year with possibility of extension.
