Summary of Major Responsibilities Include:

Infrastructure Asset Policy Development
Assists in the development, implementation, and maintenance of infrastructure asset policies, standards, and design guidelines for infrastructure assets including but not limited to transportation networks; pedestrian networks; stormwater collection and management; water supply, transmission, storage, and distribution; wastewater collection and treatment; landscaping; streetlights; traffic and parking; lot grading; erosion control; materials and construction for municipal staff, consultants, contractors, contractor associations, developers, manufacturers, citizens and City Council.
• Researches and makes recommendations in developing, implementing, and maintaining infrastructure materials, new products and technologies; conducting feasibility studies and technical analysis and recommending minimum acceptable technical standards and quality credentials.
• Networks with professionals in the municipal infrastructure industry (i.e. researchers, consultants, manufacturers, and suppliers) and other government agencies to remain current with trends and developments and to exchange information/experiences.
• Participates as a key member on committees, focus groups, and project teams related to Policy and Standards development.
• Undertakes special projects and performs other duties as assigned, in accordance with branch, departmental or divisional objectives.
Municipal Consent Administration
Administers the intake, review, tracking, revision, and approval of municipal consents submitted to the corporation by utility companies for occupation of the City’s rights-of-way and open spaces. Conducts investigations, site visits and performs inspections as required. Administers the collection and processing of application fees.
• Coordinates with divisional unit partners during the Right of Way Activity Permit (ROWAP) application process as related to MC process/applications.
• Administers municipal access agreement processes with telecommunication companies occupying municipal rights-of-way.
• Administers franchise agreements processes with natural gas and power utilities occupying municipal rights-of-way.
Customer Service
Responds to corporate and/or public inquiries; provides and interprets engineering records (i.e. plan/profiles, connection records, drawings, etc) including record data sales.
• Acts as a liaison for the Engineering Department and works closely with divisional units regarding information gathering and generating solutions to address infrastructure inquiries and complaints.
• Assists in providing technical information to the Finance Department in dealing with and responding to claims against the City of Barrie.
City’s Railway
As a key memeber of the City’s Railway team, assists with railway operating and capital projects related to City’s railway.
• Works closely with the City’s railway operator and other specialized railway consultants.
• Reviews and approves occupation consent applications related to the City’s railway system and reviews and approves railway crossing consent applications including the collection of fees, and preparation of agreements.
• Prepares conceptual industrial rail spur designs related to marketing the railway.
• Provides railway peer review assistance for infrastructure capital projects throughout the design and construction phase of the project in accordance with industry standards and regulations.
• Coordinates peer review services related to development applications.
• Prepares requests for proposals for peer review engineering services.
Qualifications:

Key Qualifications:

Education (degree/diploma/certifications)
Three (3) year College Diploma in Civil Engineering Technology or related discipline
• Eligibility for, and willingness to obtain a Certified Engineering Technologist (C.E.T.) Designation from the Ontario Association of Certified Engineering Technologists and Technicians (OACETT). Full Certified Engineering Technologist (C.E.T.) Designation is preferred.
• Valid Ontario Class “G” driver’s licence in good standing with a reliable vehicle to use on corporate business
Experience
Three (3) years of closely related experience performing the above mentioned major responsibilities
Knowledge/Skill/Ability
Superior organizing, interpersonal, public relations, written and oral communication skills
• Knowledge of engineering design, infrastructure standards and principles and best practices in the municipal infrastructure industry
• Knowledge of the following:
o Ontario Provincial Standard Specifications (OPSS)
o American Water Works Association (AWWA) Standard
o American Society of Testing and Materials (ASTM)
o Canadian Standards Association (CSA) standards and testing procedures related to municipal infrastructure materials
• Computer proficiency utilizing Microsoft Office Suite (Excel, Outlook, PowerPoint, Word), MS Project, and AutoCAD, with an emphasis on construction specifications and standards
• Demonstrated ability to interact effectively and courteously with all levels of staff, consultants, suppliers, and contacts to maintain a high standard of public relations at all times
• Demonstrated ability to work effectively with suppliers and consultants and familiarity with methods of payment procedures and quality assurance. The process for developing requests for proposals, including acceptance, review and selection of consulting engineers.
Hours:
The hours of work will be 35 hours/week.

Wage:
The 2014 (revised) pay range of $56,911 to $68,195 per year ($31.27/hr to $37.47/hr).
