Business Unit Information: As the City of Airdrie’s population continues to grow, the role of human resources and payroll has evolved from the transactional model towards a model of partnering with business units to help them achieve outcomes. To help this model evolve to the next level, we are looking for a Team Leader to lead a dynamic group of HR and Payroll professionals.

This new position reports to the Director of People and Organizational Effectiveness and will provide leadership to a group of experienced human resources, payroll and administrative professionals. This role will include regular review of processes associated within the key human resources responsibilities and working with the Director to implement and guide the development of new and existing programs to address organizational needs and build on the existing corporate culture. Primary Accountabilities Include: Provide mentorship, feedback and coaching to the HR and payroll teams as well as all levels in the organization

Guide and address both employee development and performance opportunities

Promote, live and demonstrate the City of Airdrie values

Maintain current human resources strategies, programs, practices, and systems and support new initiatives that will support the achievement of operational excellence

Design and delivery of new programs to strengthen our corporate culture

Contribute to company strategy, objectives and execution plan

Stay abreast of new developments in Payroll and HR strategies, including tools, technologies and best practice approaches

Partner with internal and external stakeholders to get the best results for the organization

Create and manage budgets for the HR and Payroll Departments, including employee relations and training

Areas of accountability include leading and overseeing both the administration and the consulting services associated with:

– Recruitment, orientation and onboarding
– ER and LR coaching
– Change management
– Compensation and benefits
– Disability management
– Succession planning
– Training and development
– Priority development and implementation

Education/Experience Requirements: Degree in HR management or equivalent

10 years of HR management, positive influence and coaching experience

Knowledge of HR “best practices” as it relates to policies, programs and processes

Experience in the design and delivery of corporate culture and learning

Experience with payroll administration

Knowledge of relevant Alberta legislation including, Employment Standards, Human Rights, Workers Compensation, CRA guidelines, Occupation Health and Safety and relevant common law

Working knowledge of payroll systems (Avanti payroll an asset)

Well-versed in the foundations of compensation and benefits

Experience in both union and non-union environments

CHRP designation and local government experience an asset

Certificate in change management an asset

Strong computer literacy is essential (MS Office Suite 2010 and Windows 7)

Management capabilities that include successfully hiring, coaching, motivating, developing and leading a team of HR, payroll and administrative professionals

Demonstrated track-record of delivering and achieving HR results that are measurable and in-line with the City’s objectives

Strong communication, presentation, negotiating and influencing skills; ability to present complex issues effectively at all levels in the organization including Council and external stakeholders

Ability to operate confidentially and collaboratively at the executive level

Ability to shift easily between strategy and execution as needed

Resourceful and well organized

Independent decision-making, problem solving and analytical skills

Adaptable leader who can adjust their style to meet the needs of individuals to obtain outcomes

Problem solver who looks outside the box for best practice actions
