Job Summary:

Shallow Utilities Foremen manage residential and commercial fiber optic infrastructure construction. They are team leaders, supervising crews of workers and subcontractor to ensure that projects proceed smoothly. A Shallow Utilities Foreman contributes the knowledge gained from education and work site experience to see that the crew is working safely, efficiently and to complete infrastructure installations on time and budget.


Instruct underground crew and subcontractors on daily activities and continually monitor for safety, productivity and quality.

Manage/coordinate hydro-vac, vacuum trucks, directional drills, excavators and other equipment safely and productively in active residential environments.

Inform Superintendent of work activities, issues, work flow and employee issues daily.

Submit timesheets, subcontractor service tickets and production reports daily.

Read and understand City of Edmonton Underground Line assignment drawings, engineered drawings and utility locates.

Plan and prepare directional drill shots and excavations (must sign off on all excavations and drill shots in respective work area).

Ensure Chemco safety policies and programs are followed by all employees, including daily risk assessments, Tool Box/Safety meeting attendance and participation, participation in Chemco communication card program (designed to communicate near misses, employee concerns, suggestions and positive observations).

Report and investigate all incidents including Near Miss with management team.

Maintain a clean and organized work environment, ensure equipment and materials are taken care of and taken out of service for repair when required.

Keep a detailed record of daily events, communications, weather, delays, ground conditions, etc.


Ability to read and understand blueprints, specifications and utility locates.

Extensive knowledge of proper equipment utilization, operation and maintenance.

Extensive knowledge of utility line daylighting and live line crossings.

Thorough understanding of underground construction procedure and safety practices.

Verbal and written communication skills.

Self-leadership, supervisory, interpersonal skills.

Attention to detail, fast paced.

Required Experience:

Minimum 5 years’ experience in underground utility construction.

Minimum 2 years’ experience in a supervisory role in underground utility construction.

Details on Employment terms:

Current scope of work to take place in the Edmonton area. Potential year-round work. Pay based on experience. Three-month probationary period. References required.
