Responsibilities

The Enterprise Business Support Office is a provincial shared service provider to Nova Scotia’s nine District Health Authorities (DHA’s) and the IWK Health Centre (IWK). The provincial healthcare system has been using SAP since May 2009 and has deployed SAP for supply chain management, finance, human resources, payroll, budgeting, business intelligence, mobile solutions, and self-service.

EBS manages the SAP system used in the provincial healthcare system, providing business services and support to the DHA’s and IWK. This support includes future system planning, reporting and analysis, shared master data services, trouble ticket resolution, and payroll processing for all 28,000 employees of the DHA’s and IWK.

We also work in partnership with other IT partners, such as HITS-NS, and IBM, to provide strategic management and business solutions to healthcare administrative services provincially.

Reporting to the Payroll Coordinator, the Payroll Advisor is a member of the payroll team responsible for ensuring the employees of all District Health Authorities in Nova Scotia receive accurate payment for duties performed within the specified time frame, and to administer records associated with the payroll process.

The Payroll Advisor will conduct analysis to determine the nature, frequency and sequencing of SAP HR/Payroll jobs for regular and off-cycle payrolls, postings to the Financial General Ledger and Cost Centre modules in SAP, and postings of the third party remittances. S/he Investigates, analyzes and provides solutions to payroll processing problems and escalates issues that cannot be immediately resolved and/or require a higher level of authority. In addition, this individual participates in consultations with management and technical staff to attempt resolution and follows up to ensure the problems are resolved in order to meet strict production timelines. The Payroll Advisor also reviews and analyzes reports generated from all HR/Payroll jobs, coordinates error corrections with the client departments (District Health Authorities) and identifies and monitors the impact of HR master data changes on the system processing and data integrity.

The Payroll Advisor identifies the communication needs and priorities and co-ordinates the dissemination of information such as Payroll schedules, error status, system processing messages, etc. to all relevant partners in the service delivery and governance structure.

Qualifications

* Post secondary degree or an equivalent combination of education, training and experience
* Certified payroll course preferred
* Demonstrated experience in payroll processes
* Effective communication and customer service focus
* Demonstrated verbal, written, presentation, interpersonal, problem solving and decision making skills
* Ability to understand and anticipate the impact of decisions at departmental level
* Ability to clearly articulate Payroll policies and processes
* Well developed organizational and daily planning skills
* Knowledge of relevant Collective Agreement articles, Employment Insurance act, and other applicable legislation
* Proficiency in MS Office (Word, Access, Excel)
* Technical skills using a Human Resource Information System, preferably SAP
* Effective research and analytical thinking skills
* Effective conflict resolution and rapport-building skills
* Demonstrated effective work practice, accountable, dependable, flexible, persevering, results-oriented
* Ability to work in a team environment
* Competencies in other languages an asset, French preferred

Hours of Work

* Long assignment full-time position; 75 hours biweekly
* Beginning March 2, 2015 with an expected end date of March 1, 2016 (with the possibility of an extension)

Salary

Payroll Advisor:
$25.3968 – $31.7462 hourly
