Opening Statement

The Nova Scotia Health Authority provides sustainable safe and high quality health care which is accessible, people-centered and promotes health and wellness for Nova Scotians. This is accomplished across four geographic zones that are responsible for the operation of acute care health centres and the provision of a variety of inpatient and community based programs and services including mental health and addictions, primary health care, public health and continuing care.

Public Engagement and the Community Health Board (CHB) Support portfolio have a two-fold accountability:
* Direct the management and operations of the 37 Community Health Boards mandated by the Health Authorities Act and regulations
* The development and delivery of a comprehensive public engagement strategy and program throughout the NSHA in support of the legislated public engagement requirements under the Health Authorities Act.

Responsibilities

Reporting to the Director, the Manager of Public Engagement and CHB Support (Central Zone) is responsible for leading and supporting the development of a culture of engagement in the day-to-day work of the organization at the zone level, for supervision of CHB Coordinators and other CHB support staff within the zone, and for overall direction of the Community Health Planning processes and supports in the Zone.

Demonstrating leadership behaviours and capabilities consistent with LEADS in a Caring Environment framework, which include Leads Self, Engages Others, Achieves Results, Develops Coalitions, and Systems Transformation, the position is responsible for the following:

* Support and delivery of NSHA’s public engagement mandate and delivery of public engagement activities
* Leading, supervising and supporting CHB staff within the zone
* Leadership, creation and monitoring/evaluation of the Community Health plans by the CHB and their respective zone committees
* Working with the Director as a part of a province-wide team to ensure that the CHB Community Health plans influence planning and program decisions across the NSHA (particularly through the business planning process at the provincial and zonal levels)

Qualifications

* Undergraduate degree in public health, health services/business/public administration, public relations/communications, planning, community development, or related field (or equivalent combination of education and progressive leadership experience)
* Five (5) to seven (7) years’ of related experience including planning and managing complex projects, public/community/stakeholder engagement and facilitation/public speaking
* Master’s degree (public health, health services/business/public administration, public relations/communications, planning, community development is an asset
* Completion of the IAP2 Foundations of Public Participation training program, or willingness to obtain
* Excellent leadership, organizational and decision making skills
* Experience in training and/or group facilitation
* Strong presentation and public speaking skills that are responsive to audience needs
* Previous experience in managing unionized and non-unionized staff
* Ability to build and maintain collaborative working relationships and partnerships with stakeholders
* Strong communication skills, both written and oral
* Critical thinking and analytical problem solving
* Experience building relationships with staff, volunteers external partners and agencies
* Expertise in advising others
* Broad knowledge of health system, community development and a high level understanding and ability to apply population health approaches
* Previous experience with health promotion
* Knowledge of volunteer management practices
* Cultural competence
* Possesses a sound knowledge of management and a working knowledge of information systems

Salary

$71,101 – $88,876 annually
