This is payroll processing and accounting assistant work. An incumbent in this job is responsible for the preparation, distribution, and accuracy of the computerized staff payroll in accordance with the collective agreement, relevant legislation, regulations, employment standards and University Board Policy; for performing reconciliations, investigating and resolving discrepancies, and other accounting tasks associated with payroll; and for providing customer service to University employees on payroll and pension matters. An incumbent reports to the Manager, Financial Services.

Key Responsibilities
– Receives staff timesheets, and reviews them for accuracy, completeness, and compliance with payroll regulations and the collective agreement.

– Processes all earnings recorded on timesheets with correct pay rates, cost centers and vacation pay.

– Processes all pertinent payroll information for salaried staff. Generates regular salary payments by inputting employee information, cost centers, adjustments to pay, and adjustments to benefits due to start of contracts, start of leaves, return from leaves, bridge periods, and contract
terminations.

– Generates reports and processes salary adjustments such as scheduled increases, vacation pay, overtime, sick leave, temporary assignments, increments, stipends, shift differential, leave of absences, and collective agreement settlements and generates the appropriate pay transaction.

– Performs calculations and analysis for pension buy back of pensionable service, salary overpayments, retroactive salary payments, job evaluation reclassification, supplemental employment benefits and contract adjustments.

Required Knowledge, Skills & Abilities:
– Thorough knowledge of collective agreements as they relate to payroll matters.

– Considerable knowledge of current payroll practices in a multi-union environment.

– Considerable knowledge of legislation, rules and regulations affecting payroll including taxation, employment standards, Worker’s Compensation, Employment Insurance, garnishments and benefits, and the ability to maintain currency with the above.

– Considerable knowledge of departmental and Capilano University Board financial policies and
procedures, rules and regulations.

– Considerable knowledge of accounting functions, procedures and cycles as they relate to payroll.

– Considerable knowledge of pension information and calculation.

– Considerable knowledge of office methods and procedures.

– Considerable knowledge of spreadsheet applications.

– Considerable knowledge of computerized payroll and accounting systems and related applications.

– Working knowledge of database and word processing applications.

– Ability to independently investigate and resolve issues and discrepancies within the scope of this class specification.

Ability to work well under pressure, and to plan, prioritize, organize and implement work
schedules to meet strict deadlines and work with minimal supervision.

– Ability to establish and maintain effective, positive and courteous working relationships with, and provide customer service to, co-workers, other employees, students, external agencies and members of the general public.

– Ability to understand and follow complex oral and written instructions, and communicate information effectively, both orally and in writing.

– Ability to handle large volumes of work in a busy office environment with constant interruption.

– Ability to make arithmetical calculations with speed and accuracy, to enter data with speed and accuracy, to maintain sustained attention to detail, and to take responsibility for completion and follow through of all tasks.

– Ability to analyze and balance data, and present results in a standard format.

– Ability to perform a variety of accounting related record keeping and clerical duties.

– Ability to maintain confidentiality and to use judgement and discretion in handling a large
volume of confidential information.

– Skill in keyboarding at 40 wpm.

– Skill in alphanumeric 10-key data entry at 150 keystrokes per minute.

Required Qualifications & Experience
– Completion of Grade 12; plus completion of a two-year diploma with a concentration in accounting OR the third level of a recognized accounting program (CGA, CMA) OR the second level of the Canadian Payroll Association’s Payroll Management Certificate Program with
additional accounting courses.

– Three years of experience directly related to large payroll systems.
