Cancer Care Ontario’s (CCO) Analytics and Informatics portfolio is leading the development of CCO’s data collection, analysis and reporting capability. In order to help CCO accomplish its mission of improving the performance of our health systems, we are building disciplined expertise in the translation of large data sets to provide insight and knowledge on health system performance that will allow for directed improvement initiatives. We are also building cooperative partnerships with the Ministry of Health and Long-Term Care (MOHLTC), other government agencies, healthcare providers and academia that support knowledge creation and translation for health system improvement.

Reporting to the Director, the manager is responsible for the effective overall planning and delivery of the Data/Analytics Strategic Plan . Some of the key projects include: Enterprise Information Management, Enterprise Data Quality & Metadata Management, Data Lake, and Self-Serve Analytics. In addition, the Manager is accountable for the leadership of 5 core workstreams to support the successful execution of the plan: Program Management, Evaluation, Partnerships, Change Enablement, and Leadership & Innovation Through Analytics.

The manager is responsible for a team of Subject Matter Experts and has responsibility for the planning, control, reporting and alignment of a portfolio of projects that support the Data/Analytics Strategy and align with the IM/IT Strategy. The Manager also leads and contributes to improving services delivered by Cancer Care Ontario by leading the planning for the portfolio of projects and working with the corporate Project Management Office (PMO) on the effective uses of strategic tools, repositories and processes required to deliver high quality solutions and services to CCO and partner health organizations.

Here is what you will be doing:
Provides input on the overall organizational strategic plan with a focus on how their specific area affects CCO and the broader sector
Participates in the execution of the Data & Analytics Strategy and leads implementation planning
Leads the planning, control, integration and delivery of a portfolio of projects which includes small to large complex projects and interrelated projects
Manages all projects within the portfolio which can comprise of high priority, complex, multi-year, corporate-wide initiatives spanning various functional areas of CCO
Leads implementation of data/information and technical solutions, mediates resolutions to issues, coordinates executive level sponsors and stake-holders and provides leadership to project managers and project teams
Performs in multiple roles which contribute to project, operational or strategic goals/initiatives (i.e., manages multiple project managers/teams, contributes as a team member, provides consulting and strategic planning advice, represents the Sponsors on senior committees)
Leads all complex interdependencies within and between projects to affect the overall successful delivery of the portfolio/solution and strategy
Sought as a resource for mediating solutions to highly complex business problems by providing highly innovative, creative and integrated solutions to achieve quality and work process improvements
Pulls diverse and interdisciplinary groups together, emphasizing interdependence, shared overall objectives, and the need for combined skills
Manages Subject Matter Experts and/or project staff, including working with other managers to identify and effectively allocate resources and prioritize project staff workloads
Monitors deliverables to ensure milestone and on-budget completion
Manages engagement risk by reaffirming client expectations, managing scope, implementing effective mitigation strategies and taking early action to resolve problems
Advises senior management team on risks, issues, concerns and challenges in the implementation of the Data/Analytics Strategic Plan
Researches emerging trends/best practices and determines implications of findings on managing portfolios, projects and delivery strategies
A Contribute or lead in activities to secure funding for initiatives that advance data governance within the enterprise

Here is what you will need to be successful:
Completion of a bachelor’s degree in Computer Science, Business Administration, Health Sciences or recognized equivalent
10 years of progressive experience managing large complex IM/IT programs/projects comprised of multiple independent and interdependent projects
Extensive project management experience; a PMP designation is required
Experience in delivering technical projects in Health Care, Health Informatics or in a Clinical environment at a provincial level is preferred
Experience managing consulting firms/vendors for RFIs/RFPs, contract negotiations and implementation of technical solutions

Strong communication and facilitation skills using excellent written, verbal, and graphical communication techniques to effectively express complex concepts
Ability to communicate effectively with executives, senior management, external healthcare organizations, and customers
Ability to work well with people from different disciplines with varying degrees of technical experience
Excellent problem-solving and decision making skills
