SP—05 Technical Advisor, Revenue Collections:

  • Advises and provides technical support to members of a team that collects outstanding accounts under the authority of the Revenue Collections Operations Directorate.
  • Assists the Team Leader in managing the program by evaluating the team members’ work in order to assess their level of knowledge and skills and identify any training needs.
  • Provides on the job training.
  • Studies and interprets legislative and legal issues related to procedures for the team members.
  • Analyzes referred accounts in order to approve or reject the action taken and/or to recommend alternative action.
  • Identifies, approves and implements legal action on outstanding accounts in accordance with delegated Agency authority.
  • Develops and maintains a network of technical resources, coordinates the collection and distribution of technical information and participates in the development of local policies and procedures.

SP-05, Technical Advisor, Revenue Collections:
Experience* at the SP04 level or higher working within Revenue Collections.

*Experience is defined as the experience normally acquired over 18 cumulative months in the last three years.

Members and honourably released former members of the Canadian forces may be considered under the following experience:
Experience* in Credit: Someone who has worked in an environment granting credit to individuals or businesses by way of loans, mortgages, credit cards, trade credit, where investigation is required to determine credit worthiness of the applicant as well as assess their financial situation and the risk to the creditor.

OR

Experience* working in an Accounts Payable, Accounts Receivable, or payroll environment: Someone who has worked in an environment collecting unpaid balances owing from individuals or businesses such as loans, credit card debits, mortgages, and accounts receivable. Administration and operation of payroll systems.

*Experience is defined as experience gained over 18 consecutive months in the last 5 years.

You must possess (in the Employee Self-Service (ESS) or in hand) assessment results for the following competencies by the closing date and time of this notice of job opportunity.

  • Effective Interactive Communication: Level 2
  • Service Excellence (previously known as Client Service Orientation): Level 2

Members and honourably released former members of the Canadian Forces who do not possess the required competency levels for Service Excellence and Effective Interactive Communication at the screening for prerequisite stage will be given the opportunity to be assessed on these two competencies as part of the assessment stage of this staffing process, as long as all other staffing requirements for the prerequisite stage are met. Essential Assessment

The following competency WILL be assessed via the Accounting Level 1 – Multiple choice test (AC-MCT) E100:

  • Accounting (Level 1) pass mark 16/32

The re-test period for the above-mentioned exam is 180 days from the last test date.

If you have successfully completed the Financial Accounting Fundamentals (FA1) or equivalent course(s), you are exempt from taking the standardized Accounting Level 1 – Multiple choice test.

Depending on the postsecondary institution, you may need to have a combination of courses to be considered equivalent.

We will decide whether the courses are acceptable by comparing the courses you took to the courses on the transfer credits or prerequisite studies lists issued by the recognized professional accounting associations.

You are responsible for providing proof of education and paying fees for course equivalencies and transcripts.

The following qualification MAY be assessed using a locally developed tool. Candidates must achieve the required pass mark shown.

Situational Judgement Test – Recruitment Version (C301):

The following qualification MAY be assessed by the Situational Judgement Test – Recruitment Version (C301) and a pass mark of 55/102 must be attained:

  • Ability to use judgement in work-related situations

The re-test period for the above-mentioned exam is 180 days from the last test date.

Candidates who have already taken and passed this test have the option of keeping their existing score or re-writing the test to improve their score. If you choose to re-write you must ensure the time period restrictions for retesting are met. For this standardized assessment tool only the most recent result is valid, regardless if it is higher or lower than your previous result. As a result, this could impact your eligibility for an appointment in this and any other staffing processes, where applicable.

We may use test results from a particular standardized test to appoint a candidate.

Candidates* must have achieved a performance level of ‘Results mostly meet expectations’ or level 2 or higher on the most recent finalized performance report for the most recent performance management cycle.

For actings or permanent promotions:
Candidates* must have achieved a performance level of ‘Results meet expectations’ or level 3 or higher on the most recent finalized performance report for the most recent performance management cycle.

*If a candidate is not a Canada Revenue Agency employee, reasonable efforts will be made to confirm whether or not the candidate’s performance is currently meeting expectations. This verification will be done through a reference check.

If a candidate’s performance is not currently meeting expectations, the candidate will not proceed further in the staffing process.

  • 12 months experience as an SP05 Collections Officer working in the Revenue Collections Insolvency workload
  • 6 months experience as an SP05 Technical Advisor in Trust Compliance National Inventory (TCNI)
  • 6 months experience as an SP05 Technical Advisor in Non Filer / Non Registrant (NF/NR)
  • 6 months experience as an SP05 Technical Advisor in Revenue Collections
  • 12 months experience working at an SP05 level or higher within the Collections & Verification Branch
  • Experience with a paydac workload
