SCREENING FOR PREREQUISITES
Education – Essential requirement
A secondary school diploma
or an acceptable combination of training, education and /or experience

No specific experience is required to apply on this staffing process. However, related experience may be considered at appointment.
Competencies – Essential requirement
You must possess, in Employee Self-Service (ESS) or in hand, assessment results for the following competencies by the closing date and time indicated on this notice of job opportunity.
- Effective Interactive Communication (EIC) – Level 2
- Service Excellence (SE) – Level 1
If your results do not appear in ESS, you must submit your results by scanning and attaching the following documents to your online application:
- the signed attestation report for competency results you obtained through Observe and Attest (these results will be validated)
- the signed assessment report for competency results you obtained through other standardized tools
The report must clearly show that you obtained your competency results on or before the closing date and time shown on this notice of job opportunity.
Members and honorably released former members of the Canadian forces who do not possess the required competency levels for Service Excellence and Effective Interactive Communication at the screening for prerequisite stage will be given the opportunity to be assessed on these two competencies as part of the assessment stage of this staffing process, as long as all other staffing requirements for the prerequisite stage are met. The following qualifications will be assessed using a CRA standardized tests:
Situational Judgment Test- (SJT – C301)- Recruitment Version – Pass mark 55/102
Retest period: 180 days

Candidates who have to write the SJT and those who are eligible to rewrite will be given the opportunity. Please note that there will be no rescheduling of the test. If you do not present yourself at the testing session, you will be deemed to have withdrawn from the process.
Writing Skills Test (WST)- Pass mark: Level 2
You must achieve a Level 2 on the Writing Skills Test (B305) (previous version B300).
Retest period: 180 days

If you have valid test results using the CRA standardized assessment tools, you do not need to be reassessed; however, you can ask to be reassessed to try and improve your level(s) as long as you meet the re¬test period restrictions.
NOTE: For some standardized assessment tools only the most recent result is valid, regardless if it is higher or lower than your previous result. As a result this could impact your eligibility for an appointment in this and any other staffing processes, where applicable.
- Candidates who meet prerequisites will be scheduled for the Writing Skills Test on Wednesday, January 25, 2017 at 1:00 PM Newfoundland time and the Situational Judgment Test on Thursday, January 26, 2017 at 9:00 AM Newfoundland time. Testing will be administered on these specific dates and candidates must be available.
Asset (Discretionary) Assessment
The following staffing requirements may be assessed using locally developed tools:
Dependability – Reference Check (Pass mark – Good)
Ability to Research Information – Written test (Pass mark – 70%)
Results from locally developed assessment tools may be used for appointment; Results from locally developed assessment tools are not portable to other staffing processes.
Asset (Discretionary) Experience
Your CRA work experience may be used to determine suitability for various SP-03 positions, including the additional positions being implemented with the Service Renewal Initiative.
Below is the experience that may be considered for staffing these various SP-03 positions:
- Experience in PIER/ROE/Amends (Pensionable and Insurable Earnings Review/Record of Employment/Amendments)
- Experience in Non-Filer/T5018
- Experience in T1 Compliance Programs (T1PR/Matching/CV)
- This experience may be further quantified with specific timelines and/or applicable duties within the specified workload.
Additional Staffing Requirements
Reliability/Security – Reliability Status
The required performance levels for appointments from this staffing process are:
For temporary or permanent lateral moves or appointments to a lower level
Candidates must have achieved a performance level 2 or higher on the most recent finalized performance report.
For acting or permanent promotions
Candidates must have achieved a performance level 3 or higher on the most recent finalized performance report.
If a candidate is a member or a honourably released member of the Canadian Forces or a member of the Canadian Forces released for medical reasons attributable to service, he must meet the expectations of his current employment.
If a candidate does not have the required performance level, the candidate will not proceed further in the staffing process.

Veterans Hiring Act (VHA)

In order to be considered, these current and honourably released CF members must have at least three years of service and must not already be permanently employed in the CRA or federal public service.
In support of the VHA, the CRA has committed to allowing members and honourably released members of the CF access to apply on internal CRA staffing processes (open to CRA employees only) and CRA’s interdepartmental staffing processes (open to CRA and federal public service employees). 4. For CF veterans who have been released for more than five (5) years – To obtain a copy of your MPRR or any other CF personal information or documentation, you must request it through Access to Information and Privacy (ATIP). Please use the following link for DND ATIP requests: Request forms .
Before appointments are made from this staffing process, priority for appointment will be given to individuals with CRA preferred status. Members of the Canadian Forces released for medical reasons attributable to service will be given priority for appointment before all other individuals with CRA preferred status. Priority for appointment will be in the following order:
- Members of the Canadian Forces released for medical reasons attributable to service with preferred status.
- Individuals with either CRA surplus preferred status or CRA lay-off preferred status who live and/or work within the general rule of minimum distance of the position.
- All other individuals with CRA preferred status who live and/or work within the general rule of minimum distance of the position.
