Reporting
to the Lead, Project SCM, the Contracts Specialist will be responsible for developing
the contracting and execution plans that will support all areas related to
Brion’s projects, operations and asset developments. The Contracts Specialist
will be instrumental in understanding all key areas of contracts management
such as, but not limited to, liabilities, risk, warranties, insurance, standard
terms and conditions while ensuring alignment with Brion’s SCM and corporate policies
and procedures.

This
position is located in our Calgary Head Office with the potential for field
assignments, as determined by the business or SCM Director.

This
is a 1 year contract position.

Responsibilities

Providing
professional contracting support for key, high value, complex services,
including engineering, civil, site wide, mechanical, electrical &

instrumentation services etc., including:
Developing and implementing General Category Management
processes;

Receiving and reviewing pre-qualification
documents and evaluation criteria and participating in contractor
pre-qualification reviews;

Compiling services and equipment source and bid
lists specific to the General Contracting requirements;

Working with the internal stakeholders to
develop comprehensive scopes of work;

Implementing detailed remuneration schemes to
encourage contractor performance delivery;

Preparing bid evaluation criteria and
undertaking commercial evaluation analysis;

Developing comprehensive invitation to tender
packages focused on delivering the operational performance KPIs required from
our contractors;

Participating in contractor
presentation/clarification meetings, tender clarifications and leading key
commercial negotiations;

Working with internal Contract Accountable
Managers (CAM) to develop and obtain approval for the contract award
recommendation;

Preparing final contract documents – including
frame agreements, reimbursable, lump sum, time and material type arrangements,
and purchase orders, work authorizations, amendments and change orders;

Obtaining functional review of all contract
documents (e.g. Legal, Audit, Controls, etc.);

Supporting post-award management of
contractors, including performance reviews and claims resolution;

Analyzing and collating contractor performance
data to support the contractor selection process;

Drafting and issuing contracts, purchase orders
and managing the SCM process; and

Supporting the business unit by leading and
managing the commercial aspects of the major contract development process.

Managing
the post award contract activities and contract close outs processes by:

Drafting contracts and award documents and
ensuring process for signature and execution is completed;

Coordinating supplier performance measurement
and management;

Implementing strategies for demand management
within the overall supplier performance measurement and management framework;

Enhancing and managing relationships with key
contractors and suppliers; and

Transferring best practices and lessons learned
into the strategy development and contracting process.

Qualifications

Undergraduate degree in business or
technical/science discipline required

Certification within Professional Supply Chain
organization (i.e. S.C.P.M. or equivalent) required

7-10 years’ experience in a contracting
environment with direct experience in preparation and negotiation of complex,
high value contracts

Experience in Engineering, Procurement and Construction
contracts both technically and commercially

Strong analytical, negotiation and
communication skills

Strong knowledge base of Industry Standard
Supply Chain Policies and Procedures

Strong business acumen; understands internal
and external drivers and can clearly develop a business case

Strong MS Office skills, with in depth
knowledge and skill level of Word and Excel

Knowledge and experience using SAP

International experience or exposure to a
multi-cultural business environment and asset

Demonstrates
a sense of urgency and strong commitment to achieving goals; ability to work in
challenging, fast paced environment

Ability
to influence through sound reasoning

Excellent
relationship building skills

Skilled in writing, negotiating, awarding and
administering professionally complex contracts

Ability to interact at all levels within the
corporate organization and in an multi-cultural environment

Ability

Superior
written and verbal communication skills
