An exciting opportunity to take a lead role within BC Housing in the on-scope, on-time and on-budget delivery of affordable housing projects

Reporting, as applicable, to the Manager, Riverview Lands Development, you will plan and manage a portfolio of social housing, group home and special facility development projects through all project development phases―from initiation through to warranty inspection and occupancy. Your specific responsibilities will vary, depending on the role BC Housing is playing in each project, whether as a funding / delivery agency and lender (for social housing projects where the Society has a development consultant) or as project manager and lender for directly delivered projects. In all instances, you’ll be working collaboratively with project sponsors and partners, including societies, private sector developers, industry specialists, contractors, government ministries and other agencies in achieving project objectives.

Specifically working on the Riverview Lands project, you will:

  • develop project scope, budgets and schedules, and work closely with stakeholders to identify efficiencies, compromises and/or alternatives to achieve the desired financial outcome working closely with Finance, Supply Chain, Legal Administration, Real Estate Services, Operations, Records Department, and others as required.

  • write scopes of work and coordinate the preparation of supplementary documents to support public tender calls for consultant services and construction contracts
  • undertake contract negotiations, in conjunction with Supply Chain/Procurement
  • Utilizing your expert knowledge in municipal process, project coordination & land development, contribute to the planning and development of work plans, timelines, communication plans and implementation plans, and provides project coordination advice to the team
  • supports Real Estate Services, Asset Strategies & Operations in g analyzed for risk
  • ensure that all municipal development requirements are met, including rezoning as well as development, building and occupancy permits
  • in collaboration with Corporate Communications, participate in a collaborative multi-stakeholder communications process with the internal and external stakeholders as projects move through the municipal process
  • liaise with various BC Housing branches and departments to ensure cross-branch collaboration throughout the project
  • oversee and monitor the progress of development projects―providing leadership and direction to project technologists and other team members; meeting regularly with the development team; conducting on-site visits; and resolving project issues
  • monitor construction schedules and project budgets, approve progress payments, authorize adjustments to contracts, and approve final payments
  • prepare cash flow reports, budget variance analyses, etc., to keep BC Housing management apprised of project status and any issues
  • finalize projects for occupancy, and ensure their smooth transition from the Development & Asset Strategies Branch to the Operations Branch
  • support the Directors, Regional Development, Executive Director and the VP in general business development for the Branch
  • attend various technical forums and seminars, to maintain a good knowledge of current industry practices and building code requirements
  • stay current with construction costs, general housing market conditions and legal updates affecting the general housing industry.


Complementing your degree in business administration, project management, land use planning, land administration, real estate development and financing, or a related field, you have at least 6 years’ project management experience related to the development of mixed use, and/or multi-unit residential housing, that exhibit expertise in complex, multi-phase projects. This will have included experience in negotiating issues through influence and persuasion. An equivalent combination of education, training and experience acceptable to the employer may be considered.

You also have:

  • extensive knowledge and understanding of
    • BC Housing’s housing programs, and development and lending policies specifically relating to the development of social housing

    • project management philosophies, theories and principles, including project scoping, budget development/financial management, scheduling, quality assurance, and project team coordination
    • property development and construction, and a comprehensive understanding of business
    • municipal planning and permitting process
    • stakeholder management/engagement
  • ability to coordinate planning, construction and due diligence activities within a regulatory framework for a range of projects, and balance diverse interests, risks and benefits in achieving project objectives
  • ability to analyze and resolve complex, challenging issues, strategize options and make effective decisions, using a high degree of judgment and business acumen
  • ability to develop, influence and manage collaborative, mutually beneficial relationships with stakeholders and partners
  • ability to prepare detailed, complex reports on property and development matters
  • effective planning, organizational and time management skills in a complex, fast-paced environment with defined timelines
  • effective negotiation, facilitation, influencing, persuasion, conflict resolution, consensus-building, interpersonal, project leadership and team-building skills
  • excellent oral and written communication and presentation skills, and the ability to convey ideas and issues to a broad range of audiences, e.g., industry professionals, clients, partners and stakeholders, with diverging objectives and opinions
  • advanced computer skills and knowledge of current business applications, particularly spreadsheet and project management software
  • ability to work effectively in a team environment
  • valid BC driver’s licence and access to a reliable vehicle
  • ability to travel.
