Barrie Municipal Non-Profit Housing Corporation (BMNPHC) is currently seeking a Housing Worker in a full time capacity for the Tenant Services Unit. BMNPHC was incorporated in 1984, with the objective to provide and operate housing accommodation and recreational facilities primarily for persons of low or modest income at rentals below current rental market rates.

BMNPHC holds within its portfolio a variety of housing complexes which range from townhomes, three storey apartments, four storey low-rises and two high-rises. BMNPHC manages 14 sites, 28 buildings with a total of 953 rental units.

A. General Accountability

Reporting to the Tenant Services Manager, the Housing Worker will provide a wide range of administrative and clerical support services required in the day-to-day management of a social housing portfolio. The Housing Worker is expected to be self-motivated and function independently on a wide range of landlord and tenant activities. Also, the Housing Worker will have to work in a collaborative environment and function as a part of a team.

B. Specific Accountabilities

  • Actively supports and promotes successful tenancies by connecting, supporting and engaging tenants.
  • Prepares a variety of routine correspondence and reports; examples include: tenant complaints, 24 hour access letters, move out acknowledgements, annual rent receipts, confirmation of tenancy, tenant charge letters, Housing Services Act (HSA) letters, etc.
  • As directed by the Tenant Services Manager may be required to perform leasing duties for all RGI units, such as preparation and signing of leases; may also be required to show vacant units.
  • Conducts leasing interviews in accordance with policies and procedures using the centralized RGI wait list.
  • Matches prospective tenants and transfers with vacant units, according to internal transfer policy and procedure, and offers units in collaboration with the housing team.
  • Responds and resolves telephone, counter and mail inquiries on a wide range of tenancy matters including, but not limited to, rental accounts, parking, legal matters, transfers, etc.
  • Assists the Tenant Services Manager to coordinate tenant legal processes including initiating termination notices for tenant arrears/breaches of Residential Tenancies Act (RTA).
  • Monitors repayment agreements and follows through on next steps when necessary.
  • Collects rental arrears and attends Landlord and Tenant Board as required.
  • Maintains an effective electronic and manual record keeping system for business practices including: workplace injury forms, vacation schedules, tenant files, attendance, accounts payable documents, HSA documents and legal documents, etc.
  • Provides services to a diverse community respecting BMNPHC’s policies and procedures including: Anti-Discriminatory, Human Rights and Fair Access, Code of Conduct and Conflict of Interest. etc.
  • Maintains effective relationships with external agencies, neighbours, social groups, tenant leaders and elected tenant representatives.
  • Participates in community development activities, initiatives and outreach to relevant groups including cultural, racial, sexually diverse, special needs, mental health and homeless groups.
  • Liaises with other BMNPHC staff, tenants and communities on community health issues and participates in tenant meetings as required.
  • Performs rent assessments in accordance with HSA guidelines and advises tenants.
  • Utilize relevant computer systems as an essential job tool such as HMWorx and Yardi.
  • Processes rent payments for incoming customers, processes batches for bank deposits, promotes and administers pre-authorized rental payments, maintains and administers petty cash, etc.
  • Attends meetings as required.
  • Performs other related duties as assigned.

C. Qualifications

  • Experience in a progressively responsible clerical/administrative position with an emphasis on front-line customer service.
  • Ability to recognize situations that require intervention, for example mental health issues, and refer to the appropriate staff/agency for follow up.
  • Must demonstrate a commitment to providing a high level of tenant/customer service and respecting diverse cultures.
  • Ability to communicate effectively with a diverse tenant population in difficult situations and possess skills required to handle problems effectively in response to complaints and requests for services.
  • Excellent interpersonal skills required to interact with tenants, applicants, staff, tenant representatives, external agencies and the general public.
  • Ability to work cooperatively as a team member.
  • Must be able to meet deadlines with conflicting priorities and work independently with minimum supervision.
  • Demonstrated experience in preparing routine correspondence, memoranda and reports.
  • Ability to travel to various BMNPHC work locations.
  • Proven working knowledge of data based financial and client systems in a computerized environment such as HMWorx and Yardi.
  • Demonstrated ability to make calculations accurately and working knowledge of financial procedures.
  • Knowledge of various Housing Programs and legislation including: Residential Tenancies Act, Occupational Health & Safety Act, Eviction Prevention Policy, the Human Rights Code, HSA, AODA etc.
  • Demonstrated initiative in responding to challenging situations and must be able to organize, prioritize, and manage a heavy and constant workload.
  • Ability to use various software packages that support the business practices.
  • Ability to learn and apply marketing techniques to meet local vacancy needs.
  • Flexible schedule; ability to work evenings and/or weekends as required.

D. Educational Requirements

Post-secondary education in one of the following areas of study is required:

  • Community development
  • Social work (SSW, MSW)
  • Sociology
  • Addictions Counsellor
  • Or any other area of study in the Human Services field
  • RGI Certification


Minimum three (1-3) years’ experience in the Social Housing sector, or minimum three (2) years ‘experience working with diverse client bases including homeless and under-housed people, as well as those experiencing issues relating to addictions/mental health.

E. Health and Safety Responsibilities

  • Abide by all BMNPHC’s health and safety policies and procedures
  • Abide by Section 28 of the Occupational Health and Safety Act
