Created in 1979, Action Against Hunger is a non-governmental organisation that aims to provide solutions to hunger. Our mission is to save lives by eliminating hunger through the prevention, detection and treatment of under-nutrition, particularly during and after emergency situations linked to conflicts or natural disasters. Action Against Hunger focuses on nutrition, health and healthcare practices; food security and livelihoods; water, sanitation and hygiene and advocacy.

About the role

Action Against Hunger Canada is looking for a highly motivated and committed Human Resources Officer to join our team in Toronto. The Human Resources Officer (HR Officer) is responsible for the recruitment, contract management, administrative follow-up and milestones for all employees based in the Toronto office, as well as employees working remotely under the Canada headquarters management. The HR Officer supports all processes and follow up of staff, providing comprehensive HR assistance to implement activities which will positively impact the retention and growth of Action Against Hunger-Canada employees. The HR Officer will also provide general office management support for the Toronto office.

Specific Tasks and Responsibilities:

Under the direct supervision of Finance Director of Action Against Hunger Canada, the responsibilities of the HR Officer will be:


  • Work together with hiring managers to understand recruitment needs. Plan and coordinate any recruitments over the course of the year.
  • Advertise employee job openings internally and externally keeping with the recruitment policies.
  • Prepare job announcement and posts ads on the Internet in places appropriate to the open position including job boards, college career services offices, professional associations, and on the Action Against Hunger’s website.
  • Sort and reviews resumes as they arrive on a weekly basis. Provides the first review of resumes for shortlisting purposes to hiring managers.
  • Conduct screening interviews.
  • Schedule interviews for the hiring manager.
  • Conducts regular screening of interns and volunteers and forwards potential candidates to hiring managers.

Contract Management

  • Prepares offer letters (first draft), sends out the candidate offer pack as requested and tracks return.
  • Ensures all offers are in line with Action Against Hunger Canada salary policies.
  • Coordinate with Action Against Hunger USA/France/Spain/UK for the administration of international staff contracts for Canada positions.
  • Ensures all contract documentation is completed correctly and uploaded in HRIS and Action Against Hunger network folders (No Hunger Forum – NHF). Updates all files when changes are made to employee contract documents including salary increase, contract extension, or end of contract.


  • Make sure that the work space, computer and other equipment and appropriate installed software are ready for the new employee’s start day.
  • Assists all supervisors preparing the new employee briefing schedule and following the Action Against Hunger-Canada onboarding program.
  • Conducts new employee orientation.
  • Prepares paperwork required for new hires and establishes personnel file.

Performance Management and Follow-up

  • Prepares and send out messages to all employees and supervisors reminding them about the Annual Performance evaluation schedule.
  • Ensures the Annual Performance individual reports are completed, signed, and uploaded in HRIS and NHF website.
  • Collaborates on the design, quality, and improvement of the information technology infrastructure required to support the performance follow-up (this will include a full review of the performance management system and templates and alignment with Action Against Hunger network initiatives).
  • Ensures required data is collected on a timely basis, regular reports on progress are distributed, and makes recommendations for future improvements based on the data.

Learning and Development

  • Maintain a learning and development plan for the Action Against Hunger Canada team.
  • Provide support for the preparation of learning and development initiatives of the Toronto Office: contacting potential suppliers (trainers, coaches etc.), receiving proposals, arranging travels, training rooms, materials, etc.

End of Contract & Debriefings

  • Ensures that end of contract dates and information are clearly communicated to each employee and the details are saved in the HRIS.
  • Communicates debriefing dates to all HQ staff required to speak to each employee at the end of their contracts. Shares the debriefing schedule with each employee ahead of the planned debriefing dates.
  • Coordinates with each employee ensuring the return of Action Against Hunger-USA properties at the end of the contract.

HR Reporting

  • Consolidates data and prepares reports providing real time information to support the day-to-day HR processes, also providing the defined key performance indicators (KPI’s) update to the Senior Management Team (SMT) quarterly.

Travel Administration

  • Support Action Against Hunger Canada staff to obtain travel quotations in line with the Travel Policy and Procedures.
  • Make international and national travel and accommodation bookings for travelling staff.
  • Ensure all documentation required for travel administration is filled out and filed accordingly.
  • Provides support to the Senior Management Team on visas and passports for international employees or for those who need assistance to travel.

Office Management

  • Placing and managing office supply orders.
  • Management of the office telephone system.
  • Maintain communication with the building management on general issues and on office staffing.
  • Set cleaning schedule with staff and manage contract cleaners/repair people for the office.
  • Ensure the overall organization of supply and storage areas in the office.
  • Provide leadership to general office organization and space management.

Other Responsibilities

  • Set up a basic HRIS for the Toronto Office.
  • Participates in planning and implementing various employee relations and employee satisfaction initiatives.
  • Attend planning sessions, team meetings and annual performance reviews as required.
  • Pro-active exchange and collaboration with Action Against Hunger Canada team members and the International Network.
  • Ensure an on-going process of personal professional development and learning.
  • Other duties as assigned.

Working Conditions, Travel and Environment

  • The position is based in Toronto, Canada
  • Staff work a five-day, 37.5-hour work week.

Required qualifications and skills

  • Bachelor’s degree or post-graduate diploma in Human Resources.
  • CHRP designation or demonstration that you are working towards it.
  • At least four years’ experience in a similar role.
  • Demonstrated knowledge of employment related legislation, labor relations principles and practices, policy development and administration, human resources planning and organizational design strategies, health and safety issues, performance management, compensation/benefit administration, pay equity/job evaluation methods, recruitment and selection and training and development principles.
  • Knowledge of MS Office Suite (high proficiency in Excel); comfortable working with computers with minimal IT support.
  • Knowledge of various HRIS software.
  • Ability to work in a stressful environment, taking initiative and prioritizing multiple tasks
  • Strong organizational skills, extremely detail-oriented.
  • Sound understanding of the importance of ensuring every step in routine HR processes are consistently completed correctly.
  • Genuine interest in and commitment to the humanitarian principles of Action Against Hunger.
  • Excellent interpersonal skills, ability to work both independently and as a member of a team.
  • Ability to communicate in a diverse, multi-cultural environment.
  • Fluent written and spoken English.
  • Must be authorized to work in Canada.

Desirable Skills

  • Fluency in the French or Spanish language.
